President's Message

While we were enjoying our summer break a lot of things happened for us to catch up on. I recently received word that our Columbia River Chapter will receive the 2007 5-Star Level of Excellence Award. This award speaks to our community service and continued excellence as a chapter. John Donnelly led the charge of pulling the details together for the award nomination package, but the strength of an active chapter is what tips the scales. So thanks to John and all those who helped pull the package together and congratulations to all members of a great chapter.
This has also been a year of growth as we have exceeded our Give Me Ten recruiting target. Much of this year's recruiting has come by expanded focus on our Guard and Reserve partners. We all see daily signs of the huge role they play in the total force of today's military. They have certainly stepped up to a tremendous role in the War on Terrorism - as they have often done in past times of need whether military or civil emergencies. Please join me in seeking out our new members at our next functions and welcoming them to our Chapter.
National MOAA has given us another recruiting target for the coming year. MOAA announced a special recruiting initiative to get more national MOAA members into chapters as part of the "Year of the Chapter" efforts. This first-ever effort is unique because national MOAA will "push" new members toward chapters while chapter leaders' work to "pull" new members into their chapters with their own recruiting efforts. You will see this announced in the October issue of Military Office magazine. The program will target more than 290,000 non-chapter MOAA members through a special magazine cover wrap. The cover wrap will thank you and all current chapter members for your important contributions to our association and our communities, and will contain a compelling message directed at non-chapter MOAA members who will be offered a complimentary one-year membership in their local chapter.
Also included in the cover wrap will be a tear-out postcard that contains the member's name and the name of their nearest chapter. Interested members will mail that postcard to MOAA where they will be sorted by chapter, and new member lists will be prepared for each chapter. We will put the new members on our chapter rolls, send them a welcome letter, and invite them to their next chapter meeting. After completing these steps, we will notify MOAA and they will send us a $15 rebate for each new member processed. I know there have been a number of efforts to work with National MOAA and recruit national members into the chapter. What is different this time is that this will not involve "cold calling" prospective members, but responding to those who have already made a positive step.
I look forward to another great year doing good things together.

Federal Legislative Update

As you read this, your elected representatives are returning to Washington DC after their August recess to take up important business, namely the FY 2009 Defense Authorization Bill. This annual bill contains provisions essential to active duty, guard, reserve, as well as veteran and retiree issues.
This year is no exception. Military manpower levels are proposed to increase for the Army, Marines, and Army National Guard, while Navy and Air Force strength levels would decrease. Overall, this would result in a net decrease. Is this wise especially as our former foe Russia is militarily aggressive? Isn't this a time for the USA to show firm resolve from a position of strength? We need to demonstrate to the world we are not cutting our military, but instead supporting and strengthening it.
Also, on the table again is the huge TRICARE and pharmacy fee increase proposed by DOD. Senate Bill S. 3001 opposes these increases and in the House of Representatives, House Resolution HR. 5658 would bar any increases before Sep 30, 2009. Congress needs to fix this once and for all and quit kicking the can down the road one year at a time. If it is tough to do now, it will be increasingly tougher each year they delay to implement a solution (as we saw with Medicare cuts) as more and more unfinished business will need to be dealt with. Can you imagine running your business like this? Encourage your representatives to take a firm stand now and stop this unfair increase once and for all.
Of course, there are many other provisions in the FY 2009 Def Auth Bill such as correcting the unfair SBP/DIC offset. The current law penalizes widows of active duty and retired service members with SBP who die from a service connected disability. Instead of getting both SBP and DIC (which is $1091 per month), the widow receives only SBP minus DIC (or DIC, whichever is greater). The widow should receive both, as one (SBP) is paid for years of service and DIC is for service connected death. Even the Veterans Disability Benefits Commission chartered by Congress stated: "It should be permissible to receive both sets of benefits concurrently." Their logic is that "...SBP is based on years of service, and DIC is intended to compensate for death attributable to military service."
Whatever your position is on these issues, your elected representatives deserve to know your viewpoint so they can properly represent and serve their constituents. Please share your views with them. 2008 Membership Drive
Chapter representatives attended the July 19th USAR, 104th Division Welcome Home BBQ/Family Day/100th Anniv. at Ft Vancouver. Pres Rod and Past Pres Terry display our new banner. Beth Brown and Gary Fuquay also helped sign up eight new members.

Also, under the new guidelines for "Give Me 10" (chapter member program) new life member conversions count toward our yearly goal. Three members have taken advantage of this opportunity which includes a ten percent discount. A hearty thank you goes to Richard Hansen, Joel Scott and Marvin Serhan.
As of July 31st, our chapter has recruited 17 new members and 3 life conversions.

Support the Troops - 2008
Our chapter will again conduct a campaign to raise funds to buy telephone calling cards and gift cards for the troops and their families. Mary Bell, the Wing Family Coordinator at PANG, has informed me that they have a real need for telephone calling cards.
Approximately 85 troops will be deployed this fall and we would like to provide each one of them with a telephone calling card before they deploy. Thus we will need some early donations as soon as you see this request for funds. Remember that your donations are now tax deductible as we are a 501C(3) organization.
We will also be going out to other veterans organizations asking for their help this year so we can meet the needs of the families left at home. The need for gift cards will increase during the Thanksgiving and Christmas time. Please be timely with your initial donations so we can meet the early need for the deploying PANG troops!
Operation: A Bit of Home

While talking with Mary Bell, Wing Family Coordinator at PANG, I learned about Operation: A Bit of Home, which supports the troops overseas by sending care packages. The operation was started by Ken Meyer while his wife, Angel, was deployed to Iraq in 2004. Over the years they have sent thousands of boxes overseas to Iraq. Their latest project is Operation: Disk Drive, with a goal of sending 10,000 DVDs and CDs to the troops overseas. Over the last four years they have built the largest DVD lending library for our troops in Iraq. Two new facilities are now being opened to service more troops and they need DVDs and players.
How many MOAA members have DVDs that they no longer watch! Our soldiers are guaranteed to put them to good use. Adventure, drama, shoot 'em ups, comedy, sports, musicals; almost any movies are welcome. Please no VHS tapes or pornographic movies.
You can send any DVDs you and your family/friends collect directly to Ken Meyer at 1216 S 47th St, Temple, TX 76504 or get them to John Donnelly who will send them directly overseas to the MWR staff that runs the libraries. Visit www.operationabitofhome for more information.

VA Announces Online Claims Applications

The VA now will accept online applications from veterans, survivors, and other claimants filing initial applications for disability compensation, pension, education, and vocational rehabilitation and employment benefits without having to submit a signed paper copy of their application.
No claimant signature is required for initial online applications received through the Veterans Online Applications (VONAPP) Web site. This electronic application is sufficient authentication of the claimant's application for benefits. Normal development procedures and rules of evidence still apply to all VONAPP applications.
